#100 Revive voting

Assalam Alaikum friends! I would like to bring my suggestion to the attention of the whole community, and in particular the esteemed validators! Here is its gist and title At the moment we see the picture that out of 150 validators are in an active network in the vote involved a maximum of 15-20 people, which shows that most participants are not interested in the testnet. I propose to introduce a rule that participant included in the active set validators need to vote for 80 percent of the propasols per week. If the participant does not participate in the voting, the delegation will be taken away from him. We haven't voted in full for any of the proposals, friends! Let's make this situation official!
