#43 Parameter change: Reducing the gov quorum from 0.33 to 0.3

Since the network is in the testing phase and not all validators are closely monitoring all the changes, I propose to reduce the quorum by ~10% to the value of 0.3. Now, it will take less voting power to accept a proposal.
