#66 Parameter change: Reducing the gov quorum from 0.33 to 0.167

Since the network is in the testing phase and not all validators are closely monitoring all the changes, I propose to reduce the quorum by ~50% to the value of 0.167. Now, it will take less voting power to accept a proposal.
